i really don't understand how this is so difficult for teams.

Surely they would want their rain gear to be standout.

It's partly because rain gear becomes a lot more expensive when it has to be branded in colour, because it's often a material that cannot be dye-sublimated - and thus it's not a product the manufacturers carry as standard.

But if the UCI mandated it on the WT, the manufacturers would go the extra mile.

You got to soften up the unknown 21 year old before Bernal launches on the second last climb. Fatigue is cumulative and waiting until the last climb with the weak UAE pace isn't going to cut it
Could be but Del Toro is cold blooded trust me, if he has any genetic flaw it's not liking cold weather, and Northern Mexico is known for little to no rain and moderate temperatures year round.. If Ineos senses he is cold, jump him!!
More costume changes than Hollywood awards show..

I don't think Bernal necessarily want's to attack del Toro. He's 8th in GC, he might want to try for the podium. But in the Interview earlier he said he just wants to try and if he blows up ok. He's just happy to be riding well.
We all tend to forget, that Bernal is a champion with a champions mindset, on one of the biggest teams in the sport.

If there is even a 1/1000 chance of him winning the Giro, he will go for it
