I'd say no, because 6-8% grinders need team efforts for the peloton to be whittled down. If every team was weak then potentially I see your point, but if you have a genuinely strong team against a lot of weaker ones then this is the result. Multiple strong teams end up with everyone isolated and attacks can be set up.
