I'll help a bit more.

He was active from 1978 until 2018-ish. But that was his second retirement from cycling. The race where he supposedly was beaten by a great champion happened long before 78.

So he is a very old Frenchman with standing UCI World Hour records, who according to the legend came seventh in the GP des Nations behind Fausto Coppi. There is a mountain pass in Massif Central named after him.
