Who will win and why?

Vingegaard brought up his level significantly on mid length climbs this year and had some of the most dominant performances on them, Marie Blanque, Bejes etc. and he didn’t have to go too hard this Vuelta, I think he’d have a good shot if he went in like Roglic (what a mess that could be though). If he could drop Pogacar on Marie Blanque just a few days into the Tour then I don’t see why it can’t happen here.

He's also not starting. Having ended his season after the Vuelta.

Distance could may be a problem, and recovery won't be an advantage.
One day races are different ball game.
He could do well though...

UAE to destroy the peloton and leave it in shambles with just the leaders. Adam to pace the Alta with Evenepoel attacks and Pog follows to escape at the top. Rolgic, Vinge, Mas, Pinot, Yates twins, and Vlasov(if he rides) in the chase group. Rolgic tried following but Vinge was bringing everyone back to his wheel. Everyone to look at Roglic and Vinge to pace with neither cooperating with the other. Helpers of Jumbo, Movistar, and Bora will catch back up but Jumbo won’t help Roglic and Bora doesn’t want Roglic to win in a different jersey leaving Movistar to chase and a growing gap of around two mins. Roglic to attack near the top of Ganda with Vinge and Yates twins being able to follow and Mas and Vlasov 30 seconds behind. JV still isn’t cooperating leading to Mas and Vlasov catching up before Aperto. Evenepoel to try escaping on Aperto but Pog follows, Roglic is able to get away from Vinge with Mas and Vlasov. Vlasov starts pulling for his new(maybe) teammate now that Vinge is out of the picture but the group won’t catch Pog and Evenepoel. Pog to beat Evenepoel for the win and Bala Stomp to get third. Evenepoel’s fans to be irritated that Pog took the win despite Evenepoel doing most of the work, Roglic’s fans to be upset Vinge screwed Roglic over again and his new team didn’t really help, Mas to get ridiculed, and Pog to post something cringe and the haters to attack him for it.
