For me the situations aren't that similar because in Algarve the actual route matched the route in the roadbook and riders just missed it, and neutralizing the whole thing was nonsensical.

Now there were guys signaling and Aranburu was clearly endangering them. In which case, I absolutely think the roadbook should be damned.
Do those maps even show the supposed route through a roundabout, though? I would think every mapping software (outside of UK) uses the right side, and for more details there are signs, or additional information in the roadbook/communique.

Personally I can't remember having seen a map like this with the route going around both sides, at least.

Interesting contrast with Stage 1 of Algarve, where first across the line who had ridden the official route was not given the win.

Once again, utter inconsistency, so riders don't know whether it is worth following rules or not.
I don't think there's any inconsistency you can glean from this, these aren't comparable situations.

In Algarve, everyone at the front of the peloton made a mistake and it got neutralised (silly). Here, Aranburu took a short cut. I don't see how any rider can look at Algarve and say 'OK, I don't have to follow rules, I can take shortcuts'.

Inconsistency would be if everyone got it wrong and Aranburu got it right, and they let it stand – which would be the right call.

A full DSQ is too far but he relegation is obviously the right call, he won because he cheated (even if it was maybe accidental).

They showed the correct way to take the roundabouts in the infamous stage 1 of Algarve.

If Aranburu had just taken the indicated way around the roundabout, he would have probably won the sprint, so quite sad for him
It is a real shame, it's unlucky but you if there's a massive hoarding and two people there you can't go through them. The right outcome, but a shame.
