I think what was intended was to parse it like this:

"They're the same organisation" "so" "they can" "not enforce rules"

As opposed to:

"They're the same organisation" "so" "they can not" "enforce rules"

i.e. as the organisation responsible for enforcing the rules on Sky riders, they are also in the position to be able to choose not to open proceedings/not to investigate etc. when the case is into British riders, and as it would be in their interests not to tread on their own toes and damage the current profile of cycling in the UK, this is what is being implied.

UK Anti Doping did zero ABP testing of cyclists in 2012, probably none before 2012 either. There was a huge hole in net, and he hopes he still can get through it.

I thought I read on here somewhere that he had asked to be in the ABP because of all the pro tour team interest.

Not to even mention that the ABP seems to really work wonders, how many cases in 6 years?
Less than 10 I reckon, seems like one has to really overdo it to get flagged..

It's important to understand, NADO's like UKAD can do tests, but are hopelessly underfunded for the task. A NADO's main job is to process samples as directed by either event promoters or sports federations.

It's also important to understand in 2012, what testing was done was ordered by the UCI, not BC. This is a very tidy way for the UCI to control teams.

Anyone heard any news-rumours-gossip on this case??? UK doping said it would be sorted out soon in March !!

Cannot see BC or Team Sky wanting it solved till after the Tour has left the UK!!

Sky have washed their hands of JTL. Fran Millar wont talk about it as it is not Sky's problem allegedly, all UKADs and JTL's problem now.

Someone asked Fran Millar (Sky business developm- er "Head of winning behaviour" / PR person) on Twitter about JTL and she replied, "ask UKAD".

UKAD will not upload any judgement until at least the time to appeal has passed.
If an appeal is lodged, it is possible they will keep quiet until after that process has been carried through.

Though given the high profile nature, and the leaks that have characterized this case, I suspect that if found guilty and then he appeals, we will hear something

Hearing postponed again


UKAD statement:
“The hearing of the anti-doping case against Mr Jonathan Tiernan-Locke has been postponed until the summer. This is at the athlete’s request. Proceedings are confidential until their conclusion, as dictated by the Anti-Doping Rules. To protect the rights of all involved and the integrity of the process, we are unable to comment further or disclose exact timeframes, which are in any event changeable depending on outcomes. However, as soon as appropriate we will publish the decision on our website.”
 
^What music? If the UCI/WADA can't catch somebody dead to rights with positive doping tests..unless they have 10 witnesses, you can't base your case on "explain these numbers to us" principal.

Of course, these are NOT criminal cases in courts of law...so I suppose the rules and principle of innocent until provent guilty doesn't apply. Carry on!

All he needs to do is say he ate some tainted meat anyway....good to go.
