i.e. as the organisation responsible for enforcing the rules on Sky riders, they are also in the position to be able to choose not to open proceedings/not to investigate etc. when the case is into British riders, and as it would be in their interests not to tread on their own toes and damage the current profile of cycling in the UK, this is what is being implied.
