You have a point, but it clearly comes down to lack of money for several of the others teams.

Quintana, Dumoulin, Bardet, Froome, Thomas, Landa, Nibali, Roglic, Kruijswijk, Martin and Yates without problems.
Fuglsang and Valverde nearly dropped.
Jungels, Pozzo, Mollema, Majka and Zakarin losing time.
Uran out of contention.
Barguil going for stages.

I don't think that was any indication of condition from Valverde: more likely a shipped chain or similar. He was well within the group, disappeared from it briefly, and was soon back in there.

So as expected Sky’s domestiques are superior to all the other teams and superior to some of the team leaders. Bahrain-Merida had no one supporting nibbles, Movistar simply had their three leaders, lotto had their two leaders, but no one had actual support who was able to match sky’s. Could be a long tour ahead.
