My guess is some teams have spoken before the stage about what they were going to do, especially the sprinter teams.

Mur des Fusillés de la Chapelle-en-Vercors. On 21/06/1944 the germans executed 16 people against that wall.

The history of the Vercors during the Second World War is amazing, heroic and tragic. I'm surprised more hasn't been made of it.
