In the Tour of Britain, a 2.HC race, last year An post Chain reaction raced and they are Irish. Well, Wallonie - Bruxelles were invited this year despite them being a continental belgium squad, so I don't think the UCI is worried with that rule.

Maybe, a bit like how the Giro delle Valle d'Aosta has paired with towns across the border in Haute-Savoie with historic ties to the area such as Châtel, they could pair with the Belgian province of Luxembourg for a stage around Arlon or Virton to increase a bit of funding (and also this could have the benefit of meaning Belgian continental teams would be allowed in even in a 2.HC race depending on Cookson's position?).
