And that is quite reasonable. Most of the favourites and most of the strongest teams will not really improve their chances with another tactic (in this given racing equilibrium).

No matter how slow they go here, the race is still plenty hard and selective enough in the end for them.
Especially if others made it hard earlier ;) It's not easy to overcome the coordination problems there, as you don't want to coordinate globally (with all participants).
That's why you should go for strats that aren't overly dependent on coordination with other teams. Splitting the peloton in the right places will only improve your leverage. It should be relatively low risk if everyone has to put in the same amount of work, if you catch them by surprise it's almost an immediate win to split the peloton.

If you don’t have one of the top favourites and your strategy is to go early with strong outsiders, you might as well sacrifice some of your other riders to shear domestiques from the peloton beforehand. If you don’t, it just means that there are more around to pull back your attacks. The whole strategy hinges on a less than perfectly coordinated chase.
