Do I understand it correctly that since there's no proof of injecting the monotropin the court can't find him guilty, but since the UCI is above the law they can.

People claim the clinic forum is full of conspiracy theorists, but seriously UCI has zero incentive to catch anyone doping least it's already known to the public beforehand. It's in the design.
In most countries and most instances the UCI isn’t above or below the law and of course doesn’t operate under the criminal code. Consider that attorneys and doctors have a profession code of ethics and they can be disbarred or lose their medical license by their professional associations. Rules and laws are different things.
Obviously, when a country has a criminal code that includes use or distribution of PEDs then the laws and judicial court processes apply.

To be fair, the UCI & WADA had almost nothing to do with this Lopez case, they're simply the sanctioning body processing the outcome of Spanish Police and the Spanish Anti-doping / ITA investigations.

From what has been in the press it seems Lopez's masseur Vicente Belda Garcia was sent the menotropine by Dr Maynar for Lopez. Garcia had a doping plan from Dr Maynar for López on his phone and of course the Police took his phone. Plus text messages on when and what to give López so the "game was up". Of course Garcia claims he threw the stuff away, but the chat messages reveal what was going on.

No one has said why Operation Ilex was started but my guess is the Spanish police were monitoring the encrypted channel that was being used. Either that or the mysterious assistent "Nacho" might be the original source.

So Superman won't be back anytime soon, what a shame! Good that there are still other superheroes (like Pogiman or Fishman), who use only clean powers!
Hopefully Superman is able to cope with this, unlike his MALadaptive way of prepping for races

Superman was banned one year too early, he would've loved 2024. What he took was small time, the ***s threw the book at him.

Nah, the police Investigation must have found some pretty good evidence. Astana would not have done a pre-emtive firing otherwise...
Exactly and it's normally all about money for everyone, Lopez knows the score what it's going to cost to defend a longshot
..Team does interviews and some due diligence and sees things look bleak..and police say to team Lopez, here's what we got, do you really want to go through the long process or just skip to punishment phase. Depending, he will always have a decent Conti career if he keeps himself out of trouble, trains hard..with the way pro cycling looks currently, big money contract for a 33 or 34 year old re-entering racer.
