The first two are the reasons why he shouldn't be punished, IMHO.
The last is the reason why he probably won't be. C'est la vie.

There are plenty of people here who think Quintana would do well in the flats if he only had the right mentality, that Contador has been the best Tour de France rider over the last six years he's just been unlucky, that attacking into the wind is a good tactic even when you don't drop anyone relevant, and who generally have anime-like grasp of basic physics and biology. No way you were getting around Poe's law on that one.
