I know the black shorts haven't been in fashion for WCs much lately but they're fine.

Heck, Óscar Freire and Tom Boonen just wore their regular team shorts - Freire rode for MAPEI at the time! If that's fine then, well, the plain black shorts are Sky's standard ones, right?

Right. The WC is allowed to wear his standard team bibs (whatever the colour is) or a special edition (white) which has to fulfill certain UCI regulations.

Cav already had a white HTC version of his bibs back in October which was 'illegal' (like his WC jersey). There was a big discussion and the team was sanctioned for Cav's and Martin's wrong jerseys/suits.

If I remember right, he has worn his white bibs once (for training) and than said he will (or better must) stick with the standard HTC bibs for the rest of the season.

My mistake then, thanks. I remembered some hooha about Cavendish's WC shorts but obviously got the wrong end of the stick.

Whilst on the subject of WC shorts, how did Cadel get away with his black and white shorts? They weren't standard team issue or designed to the UCI specification, was it just a case of the UCI not enforcing the rule?

Yeah. Always has annoyed me that. No idea why, but the same arrangement has been used in athletics for years. (probably before Holland was even invented ;))
