I want to twist his top and bottom round, like a rubiks cube to make them match.
Ha ha +1!
As one might expect with a sponsor that's been in the sport for so long, Lotto has gotten increasingly conservative with the passage of time, when compared with their outlandish messes of the late 80s - early 90s. The zenith for me was the Silence kit of 2009, aspects of which are being reintroduced here.
Design
The giant-logo concept on the shorts is actually pretty cool in its own right, setting aside the Rubik's Cube problem.
I do think however that the jersey is a mild fail because it is an overly restrained take on a big swooshy design.
Colour
We have seen above the new GEOFCO jersey - a carbon copy of one of 2011's ugliest kits - and here I think we have the residue of a designer's crush on Movistar's navy. Unlike fluo green, however, the richer traditional red of this kit is not a dazzling counterpoint.
Presumably, the intent was to render a tetradic contrast...

The tetradic color scheme works best if you let one color be dominant. You should also pay attention to the balance between warm and cool colors in your design.
... or a square one ...

... since they are not immediately complementary. You can mentally adjust the colour wheels to match the new Lotto jersey - a process which equates to an uneasy tightening of the point distances, hence the discomfort one feels about the colour balance that one does not feel with Movistar 2011: almost but not quite.
