I don't know. Maybe they had to present a list of expenditures and money would be 'missing'. Or, have you ever noticed some rich people who hate parting with their own money for something they want? They may be a little like that.

Question - Lemond said in his article with Kimmage in 2rmag that he bumped into Weisel and co at a restaurant during the 1998 tour. Weisel said to Lemond infront of the head of the US postal service (the woman who cut the sponsorship deal) 'What do you think about this ****? These guys are pro's they should be able to take whatever they want'

Obviously USPS knew, or the main people involved knew what was going to be happening re PEDS.

Is it just a case of throwing Lance under the bus and denying all knowledge?
Can Lance use this in any way to drag people down with him?
Does anyone here know other stories of USPS being aware of the doping program?

You cannot put an entry in the books that says, "$300K spent on doping." Selling bikes and equipment on the sly puts the expenses off the books. You can also bet that managers and others were skimming some of that off-the-books money.

Weisel, IMO would know how to 'cook the books' so it cant have been that.

I guess USPS money for the team went awol, so bikes were flogged.

Game over. This will reform cycling for the better. Let’s see Lance will be a future employee of Mellow Johnny’s sweeping floors and telling stories. The UCI will be exposed in federal court as will USA Cycling and maybe the IOC. A bunch of other people will get blown-up: (McQuaid, Verberggen, Wiesel, Bruyneel, Knaggs, Stapleton, Steve Johnson, Jim Ochowicz, and others I am sure).

How on earth can someone who contributed a not insignificant slice of pessimism to the world by, oh I don't know, ruining people, slandering people, financially disenfranchising people, corrupting organizations, threatening people and organizing and enforcing a systematic doping ring in order to cheat his way into millions consider himself an optimist?

Oh what a wise sage, looking for the good in the world when he himself has done so much to tarnish large swaths of it.

Does Lance's bull**** know no bounds?

Walsh said it right: Landis was a 'dangerous' enemy to make. Stupid of Lance not to look for a spot for him. (It's on the dreaded Velonews site ;) ;) )

Question for you: is the Qui Tam seperate from the criminal investigation ?
It seems like the answer is yes, so why do the feds join one but drop the other? Can the criminal investigation be revised?

Meh. Lots of wiggle room for USPS. They are not stupid. Nothing would have been mentioned directly or written down. If anyone is left on the USPS side inside USPS, they won't be there for long.

Remember, Wonderboy is just one person in the CSE/Tailwind organization. Old news for many, Weisel, Knaggs, Och and the rest have gotten off easy so far. Wonderboy certainly did not pull this off without their intricate involvement.

Things need to heat up criminally for Thom. Heck, I'll take a WADA lifetime ban, but that's just a dream.

Good news for once. Long, long way to go yet.

Qui Tam is a civil action. The main difference between the two is the burden of proof. Though I think there were other reasons that played into Birotte, part of their reluctance could also be attributed to having to prove beyond a reasonable doubt.

In the civil action, it's "preponderance of the evidence" which means whichever side has the greater balance of the evidence in the eyes of the finder of fact (judge or jury). Much easier burden.
