You can actually translate that one literally:

"ça tombe à l’eau"="het is in het water gevallen" (dutch)= "It fell into the water".

Maybe that makes little sense in English, but both in French as in Dutch it's an idiom that means the same thing, namely "it's ruined"

So it does not mean "on the spot", it literally means "water".

And in this case it's more than likely also literal, considering the Italian "Panne e Aqua" which means someone does not use doping.

They took that sentence from a surf camp. I am 100.000.000% certain that

"Il fonctionne comme les pics landais : puissant et creux, avec moins de monde à l'eau. "

does not translate as

"It works like the peaks of the Landes: powerful and hollow, and with less people on the spot."

The translation of "a l'eau" in that sentence should be "in the water"... which is rather obvious from the surfing context

But I had also heard other uses of "a l'eau" in France, yes. Translation isn't really an exact thing - particularly from a tweet for crying out loud!

Certainly not taking you to task for this (though your "I lived there" makes it very funny^^), but in this case there is no need for any doubt. "A l'eau" means "On water"= riding on normal, non doping, resources.
