Hamilton probably would have been, not too many non-Europeans who can top a monument win + Olympic gold + 2nd at the Giro - there are nowhere near 20 non-European monument winners, for starters. Leipheimer probably isn't in a ranking that accurately weights big race wins.

Yes, that seems surprising, but he takes 19 points by winning Milano–Torino (10), the British championships road race (5) and a Giro stage (4).

EDIT: Thanks to your remark I just discovered my first mistake. Fabio Jakobsen takes 22 points (instead of 17) and thus knocks Cavendish out of the top 20. I'll edit the post above.
