That's what I thought. Also that it was provisional upon Lampre getting their Pro Tour license, which they have "provisionally" through some point in March where if they don't meet certain guidelines they will cease to exist, even as a Pro Continental team (which I don't understand). Simoni's link to Rock I thought was dependent upon Lampre's Pro Tour approval. Maybe their less than concrete status was too dangerous for Simoni to risk being left in March with no team at all.

Can Rock actually be upgraded during the season to a Pro Continental status thus allowing them to race the big races?

Yes, at any time if another team is going to fold ...
Armstrong/Bruyneel tried to do it, robbing the Kazachs at daylight during and after last years Giro with Astana, but the Kazachs were ahead of his game and LA had to start from scratch.
So yes Rock will keep all options open to get their hand on a license that allows them to start in the premier league during the season ...
Rock preferes to get the job done before the UCI deadline March, 31 maybe Giuseppe has had a call ...

agreed that makes no sense at all. And Rock Racing Murcia is registered in Mexico as a continental team.

Nice reporting. Thanks for all the Spanish cycling mag translations.
One of these days, Ball will hire grown-ups to handle the UCI/Team management decisions. And only then will RR will be a formidable force. The Spaniards have shown their prowess exceeds the team's ranking and they are ready to bring it on.
As to Floyd, Euro racing suits his motor, but he is still an unknown; how is the drinking, motivation, fitness, hip etc? Take the one year contract, with a bonus laden structure, and earn the second year.
The sticky part is still the team's designation. The may solve some problems with Mexican registration, but unless the get a Pro Continental license, they will run afoul of the average rider age rule. I'm not seeing that the Murcia Team hookup solves these problems yet.

In addition 8 Mexicans are confirmed for the 2009-2010 America Tour, likely together with RR riders that are not ready or interested coming to do the European Tour.

Another good possibility might be that Bahati Foundation picks up some RR help or venture for it's excelerating 2009/2010 America Tour program.

In the mean time Flandis Rock finally went ahead with his contract already in place Jan, 04 and is supposed coming to Europe (guess Spain) within day's to join the first team practise ...

What airport can or will he Landis on ?
Which Ball entourage will come with him ?
How or when will the press get a hold on him ?

When for gods sake does Rudy Rock show a sign of life ?
The story took a turn for the bizarre when an undisclosed source said US legal authorities are prepared to trade Landis for sex offender, director Roman Polanski, who is still wanted here in the United States. Now the almost-winner of the 2006 Tour de France and the winner of an Academy Award for best director (The Pianist) are caught in a strange legal tug of war. This plot just thickens and thickens and we haven’t heard the last of it.

One things for sure, FakeFloyd is not going to he happy about this.

Rock Racing: Garcia-Casarrubios, Chacon, Serrano and Murcia, is final with the UCI.

Oscar Garcia-Casarrubios, Javier Chacon and Rafael Serrano will be the three runners who will provide the Murcia Rock Racing team. The Murcia region has given its approval to the agreement, but everything depends on whether the International Cycling Union (UCI) Continental license granted in the American team that will Oscar Sevilla and Francisco Mancebo.

The decision of the UCI appears within hours after the team recorded the agreement will be formalized under the name of Rock Racing-Murcia.

Along with Sevilla and Mancebo, Glen Chadwick, Victor Hugo Pena and Floyd Landis will race in with Rock Racing, Gilberto Simoni will be anounced when the dicision is final. Also half the workforce will be Mexican because all of Michael Ball will be affiliated to the Mexican Federation. Ignacio Sarabia, Luis Macias, Juan Pablo Magallanes and Moises Aldape are some of the Mexican riders confirmed.

The registration procedure for the UCI Continental Teams for the 2010 season has been completed. The International Cycling Union has registered 122 teams from 42 countries.

UCI's Carpani (him again) confirmed to [VeloNation], "the team's registration for a Mexican Continental license is still pending. The decision will be made by the UCI at a later date."

So there you go Bro it's all up to Rock what,when and how to deside. Rock has to intergrate 2 branches (European and American N/S), knowing all riders want to stay and play their part the outcome might be a surprise. Timetable is set for March, 31 and before that a lot can happen ;)

This is the second episode so far this year, where the UCI has refused to grant a license to the famous Michel Ball team since early in the season and denied him the license as a Professional Continental squad.

Did Rock actually apply for a Continental license and get refused? Or did they pin all their hopes on getting a Pro Conti license with no plans for falling back to a regular Conti one?

How screwed up does a team have to be to not make Continental status?

It seems pretty clear that Ball needs to hire someone to manage the team. He should not be micro managing it himself.

Rudy knows it all Bro don't worry. There was no ground to reject the Pro Conti to the skull in the first place, but that's for later $$. Then the opportunity with the Murcia swap came along, and in the mean time other merger options that came to light are likely on the table ... there are a lot more hanging chads in the cycling peloton at this moment of economic downturn.

No, it’s the damn cycling team. Can’t Ball just concentrate on his business model? The man is trying to make buck in a comatose economy — he as enough worries. And these freakin’ UCI lawyers with their paper work, Continental, half continental, super funky continental, who can keep up with that crap? Is that a category or a hotel breakfast? My boys wanna ride the big races, what’s with the forest-killing paperwork?
