Time is or was the only company that made their own fiber cloth. Others buy, or their manufacturers buy, their carbon from one of a few carbon manufacturers Toray, Mitsubishi Rayon ect.
However, Carbon manufacture is a process which quality is usually improved as production volume increases. For this reason the quality of Eastern frames is often far superior to Euro carbon frames.

With colnago, the top models may have bits made in Italia but the tubes, and other frame materials will still come from the east. Often Euro bikes are just painted in Europe.
