finetto and mooncalf were not signed because they do not have personal sponsors, in other words they are not paying for racing

I heard something like that about Finetto, but with the Venezuelan Federation sponsoring the team you'd think that they'd resign one of their strongest riders.
Speaking of Venezuelan Riders signing with Southeast, Yander Godoi has signed a contract with them for the rest of the season (he'll start racing with them in July).
I don't really know him as a rider and he's still young (born in 1993), but as far as I can see his best result was probably an 8th place on gc in the 2014 Vuelta Ciclista a Venezuela. Did they just sign him because he brings a sponsor/has a few friends in the Venezuelan Federation or is he actually a big talent?

2017 Vuelta a San Juan, confirmed so far:

WT
Trek-Segafredo (Nizzolo)
Bahrain Merida (Nibali, Gasparoto, Boaro, Agnoli)

Pro-Conti
Bardiani
Caja Rural

Not much about the parcour but the start and finish points, my guess is:

Stage 1 (Capital, Rivadavia, Ullum y Zona) - Somehow hilly
Stage 2 (San Martín, 9 de Julio, Angaco y Albardón) - Flat
Stage 3 (Chimbas, Albardón y El Colorado) - Mountain stage, not sure it's up or downhill finish
Stage 4 (Avenida de Circunvalación) - Flat ITT
Stage 5 (Capital y Media Agua) - Flat
Stage 6 (Pocito, Caucete y Difunta Correa) - HTF at the Cuesta de las Vacas
Stage 7 (Teatro del Bicentenario y Avenida de Circunvalación) - Flat

Nippo is PCT, race is looking pretty good, hopefully the national selections that are participating will have some nice riders in it. Would be funny if Sevilla managed to win a .1 race again :)

Is it confirmed Sevilla will ride btw? I saw it on twitter a few days back but didnt see a source.

Vuelta a Costa Rica
stage 1:

The final UCI race of the season is the climax of the cycling year in Costa Rica. The first stage saw a breakaway succeed with all major Tico teams present - except JC Rojas' Frijoles team. The last years saw the Rojas brothers destroying the race by utter brutal dominance. Let's hope that this year Canel's can offer some resistance, they've been thermonuclear in this year's races in Mexico and the region.

So it's a 12km TT vs an MTF that's doesn't even look 4% on average? Weak

While a few more spicy stages would obviously be great, I think the MTF will create pretty big gaps. It's long (15km? 20km?) and it's the first race of the season. I can also imagine that the road conditions are not quite the Nürburgring. Don't think the TT will be too significant for the overall.

Compared to San Luis, San Juan is more hotter and arid, plus some of the flat stages are exposed to crosswinds
