Point being it's not clear at all that the neutralization was announced on the race radio, i.e. the channel that matters.

this. but surely this will generate debate after the stage, and rightfully so. riders stopping might indicate some confusion, though. or perhaps they were just frozen and mentally done, thus needing a bit of rest, warm clothes, perhaps some tea?

also, the giro is not over yet. first, the final climb may be very unpredictable given the conditions. second, this stage will tax the riders a long time.

No... It's a joke. They said it was neutralised then changed their minds. Uran has a case now to appeal and have the whole stage neutralised after the finish.

What is likely is that DSs wanted the race neutralized, started saying "we are talking the Commissars into it" and some people in the org thought "ah ok it is happening then"... And then suddenly word gets out "actually the commissars nor the organisation have decided a neutralization, so it isn't happening". But the confusion to a massive extent is the consequence of some DSs' own disinformation.

ell the organizers did report it in same channels. Not sure about the radio, but in some official channels they did say the descent was neutralized.

Not necessarily. Riders stopping to get proper gear for a descent is a pretty common sight in extremely difficult conditions (and not unheard of even in easy ones).
