Yes, I know altitude training has scientific evidence (Adaptations: more EPO - More oxygen). But we also need to see the mental part of this training. 3 weeks away from your GF and doing nothing but training/eat/sleep. Pogacar finished the Tour very tired so I believe this altitude training would not be good for him just like last year. Mental freshness is the most important thing for WC and GdL.
...and actual recovery is not enhanced at altitude. Quite the opposite. I live at that altitude after years of training at sea level and the one major departure is top threshold training. When I climb from 6,000' to 7,000' and above my maximum pulse rate is almost 20 beats below what I can do at sea level. I'm fully acclimated but need a bit more recovery from those efforts as well.
That said; without the acclimation I would not be able to climb to those elevations with any serious power either.
We all act like Tadej and Jonas don't have a pressurized sleeping environment closely at their disposal. Master's amateur racers do so it's neither cost nor portability challenged to set one up.

I'm going there with a lot of motivation to be the best on that day. I want to show something there
An altitude training camp would have helped me heading into the world championships, especially for the time trial, so I was adapted to the altitude. Rwanda is quite high, but I couldn't fit another large block of altitude training into my schedule.
 
19.09.2020. Red watched his love get molested by Pogacar on live television, he is still grieving. Hes a smart cookie, give him time, he'll come around.

Love for Pogi should develop sooner or later (Stockholm syndrome).

BTW: it's 5 years today!
