I'm glad though now Nibali can continue training without having to worry about all that other stuff :)

Statement from UCI
In light of the above, the Licence Commission has subordinated the 2015 registration team to the two following conditions:

That the Astana Pro Team is audited by the Institute of Sport Sciences of the University of Lausanne (ISSUL) (2), an independent body recognised for its expertise in this field. The ISSUL will look into the circumstances of the doping cases at stake to determine whether and to what extent the team and or/its management is responsible of the recent events. Furthermore, it will assess the team’s internal structures, culture and management systems to understand whether these are adequate to ensure that the highest ethical standards are upheld. It will release its report early February 2015. The audit will be paid for by the Team.
That the Astana Pro Team adheres from 2015 to the internal operational requirements (3), which will be compulsory for all UCI World Teams from 2017 as part of the reform of men’s professional road cycling. Astana Pro Team will join a group of eight teams that have volunteered to implement.

Licensing commission apparently ruled prior to the Padova findings being published:

UCI president Brian Cookson stated, “The case of the Astana Pro Team ... remains a very serious situation for our sport given the number of doping cases. We shall be following the situation very closely and are awaiting to review the results of the audit. Meanwhile, the team will have to comply with the two requirements imposed by the Licence Commission. The combined effect of this is that the Astana Pro Team can be considered very much to be on probation. "

Cookson said earlier that the report from the UCI Licence Commission came before it received the new allegations by an Italian investigation which accused the team of systematic doping. The statement by the commission confirmed this. “For the time being, the elements of this procedure are unknown to the UCI and the Licence Commission and no consequence can be drawn in this case at hand. The UCI would call upon the Commission if evidence against the Team is established.”

Should the team incur any more doping positives, if the audit reveals any "deficiencies or in case of faulty implementation of the internal operational requirements", or if the UCI confirms the offences brought in the Padova case, it "would prompt a referral to the Licence Commission to envisage, if necessary, the withdrawal of the licence."

The Licence Commission was asked to review Astana's WorldTour status after the two EPO positives of brothers Valentin and Maxim Iglinskiy, and the steroid positive of trainee Ilya Davidenok this year.

Why don't you wait to see what he does before you jump to any conclusions?

Remember that anything he does needs to be consulted with lawyers. He needs to review the whole document.

There's really no shame in making an about-face when new evidence comes to light. NOT doing it, saying in-effect that "I've made my decision, regardless of any new evidence or what anybody might say", is just plain stoopid. Cookson is cooked if the UCI doesn't realize the all-too obvious blunder very shortly.....

Indeed UCI performed well today : they've busted Europcar out of WT (not enough budget) and accepted Scinto's fluo boy to pro-Conti.

Literally no one that matters at the UCI is concerned that Astana has a WT license. We got some nice, "we're monitoring the situation" talk again. What they are monitoring is how big the scandal gets before thinking about shutting it down.

Why they bust Horner *completely* out of the WT and Vino delivers Astana's money is perfectly okay is a complete mystery. But, about average for them.

While I would have liked to see Astana not get the license it is nice to see that the UCI is making decisions based on rules rather then the arbitrary manner of their predecessors.

This thing is far from over. The conditions placed on Astana are significant. Yes, they did a mock champagne celebration on twitter but they are well aware they are in serious trouble. I do not see them making it the entire season.
 
Ha! What a giant waste of everyone's time! There was NEVER a chance that Astana was going to lose their license. If it was pulled today they would have gotten it back from the CAS. Astana only had to cite the case from a couple years ago against Katusha. That was the precedent that will set the tone for semi- team organized doping. :(

They'll make it the full season, no problem. The UCI can't afford a scandal mid-season that has the word 'doping' involved.

The season will be filled with scandal. The CIRIC report will come at the start of the season (Or later) Ferrari's criminal charges should come mid season. Katusha has yet to be addresses. Might as well do it all at the same time.

This is not going away.
