tampering provision was introduced long long ago. there are many ways to tamper including swapping urines using wazinators catheters etc

the key in this issue - the epo testing - is the rider will be sanctioned if the traces of masking chemicals are detected in his body fluids. the chemicals are listed as banned substances in some cases and as prohibited methods in other cases. i'm pretty sure epo masking by the detergent powers is detectable nowadays and the test for it would be administered before analyzing epo in that sample.

Stefano Garzelli got booted out of the 2002 Giro and served a 6 month ban, (I think) for just that.

Ok, thanks for the replies, I did think it was odd if you couldn't penalize riders for using masking, but I guess the technology and legal framework has to be in place.
