I don't think that is the case. I think much depends on the area you are in and the sign at the side of the road.
I know Pedelecs aren't allowed on certain bike lanes that double as pedestrian walkways. Pedelecs aren't race bikes though.
I guess we need a traffic cop to make stuff crystal clear. Not sure if there is one around here on this forum. Methinks cyclists need to use the bike lanes and are allowed to go faster than 30 km/h so long as not indicated otherwise. I think a 'fietszone' is maxed out at 30km/h. But i don't think that's the case for regular bike lanes as said earlier. I think (could be wrong) there are no speed limitations for cyclist when under the D7 sign. I'm not sure about the D9 sign but i think they can ride as fast as they want under that one as well. Whilst they need to maintain a max of 30km/h under a D10 sign.
D7 : the blue one with the bike alone
D9 : the blue one with with a bike and pedestrians next to each other --> bike I pedestrians
D10 : the blue one with the pedestrians underneath the bike
