What a plan they have. Jakobsen won a whole stage this year.
Both Jakobsen and Alaphilippe didn't have the best year, but they are riders who could do very well in a TDF. They have also been at QS longer and with Evenepoel's career trajectory (rise and fall... and rise) it hasn't been easy to predict his current level. Maybe they genuinely didn't expect (especially after last year) to be ready to take a swing at the TDF next year and made longer term promises to those riders, that they could at least do TDF23. Combined with a Giro that still makes sense for Evenepoel (learning curve, ITTs...) I think that may have been the consensus within the team. One last year for Jakobsen and Alaphilippe to go for stages.
 
I am confused about LBL if targeting the giro. Normally, two weeks at altitude, then a race, then two more weeks at altitude before the GT. Perhaps Amstel, but LBL seems a tad close to the Giro.
There is absolutely no reason why a rider of Remco capabilities cannot win both Liege and the Giro. To be in shape to win the giro you have to be in shape 2 weeks before.

He will already have 2 altitude camps done. Between San Juan and UAE/Tirreno and between Tirreno and ardennes.

Most Giro contenders don't go to altitude between tour of the alpes/ardennes classics and giro

Pogacar just seems scary in T-A every year. And P-N fits him better.
This Remco next your will be a fine match for Tadej at Tirreno. The scenario has completely changed since the Vuelta/Worlds. In other words, the Remco at next year's Tirreno, should he ride it, will be completely different than the Remco at last year's Tirreno. Unless, unless, they want to keep his powder dry in March to have a sensational April, May, June.
