There is good road racing during the winter, but the problem is you need the whole day to do it as the races are normally 1-2 hours drive away. This eats into family time and the reason I haven't raced the winter road series.

If you want the race durations changed, then lobby for changes to the CA tech regs. CA tech reg 3.65.11 applies.
Masters men categories (under 50): 40min + 3 laps
Over 50 mens and all masters women categories: 30min + 3 laps.
You might be surprised to learn that the tech regs for the following categories at Nationals apply:
U23 men, elite women, U17 & U19 both sexes: 30min + 3 laps
Men's elite: 1 hour + 3 laps.
