Don't think DropBob is only to blame for that crash. Higuita did not look at the road in front of him, and DropBob could not know this.

I think it is 90% Bob, and maybe being lenient, Higuita 10 %.

He literally threw himself to the right. Recklessly. It wasnt a small swerve.

Higuita crashed again on the roundabout. Maybe they should be double checking for that concussion because it looked like he smacked his head.

There is no way of quantifying this. I am just saying that it would have been something else, if Higuita had kept attention on the road in front of him. Then it probably would not have happened in the first place.

I think it would have happened either way because of the way Bob moved.

2 guys who were not looking where they were going. Even amateurs on a commute should know better

Uhm, If I am on someones wheel I should definitely be able to catch a glance about the action behind without worrying about being swept off my bike due to an idiot sweeping across the road. This was on Jungels and it was reckless.

Do we at least agree that the odds of it happening would have been smaller if Higuita had paid attention to the road in front of him? Because if we agree about this then you cannot say that this was only DropBobs fault - 90/10 whatever way you want to quantify the blame.

Does any rider ever stop to check

I don't expect Sagan to hit the brakes mid sprint to check on Cav, but if you (and you alone) causes someone to crash in a non-critical period of the race, the only decent thing would be to stop and check on the person.
