Not really, Zoncolan had less than 2 minutes in the top 10 last time out, Angliru the same in 2017, and even 2011 had small groups, likewise 2013. Think your memory is tricking you

Remember almost everyone was in the peloton until Madeleine, there wasn't that much time to loose, well, that much time.

Were they that slight? Biggest time gaps of this Tour by quite a long way. A stage with only two climbs, MTF - these are pretty big gaps
