Sagan gets a lot of critic and he surely isn't near where he has been for years but Bora is also pretty weak this Tour. He had like 4 riders who could make the race hard for him - Oss, Pöstlberger, Mühlberger and Großschartner. Two are gone. Schachmann was rather going into breaks than riding behind but didn't have the form, Kämna did the same butactually had the form. Buchmann was really useless for any situation (one could have at least hoped for some recovery, so he gets into a break or is at least of use for the team).

His team did everything they could and full-comitted to him on several hard stages and just drilling it. Cant really expect more than that from a team IMO

I agree. Oss and Pöstlberger in particular have been very strong but the whole team has worked very hard for Sagan
