To me he is the Irish version of Fuglsang - he climbs quite well, has a passable TT and is very durable (but can't sprint to save his life).
He might very well decide to be a GT GC rider, but then will rarely break the top 10 in a GT, and never the top 5 - and would get a much better career focusing on hilly classics and 1-week stage races.
