Of course not. Kelderman isn't Pogacar, he was only 15 seconds ahead of Uijtdebroeks in GC. Tulett could have waited/worked only after the car called that Kelderman was physically ok and that his bike was ok or after he had a new bike. If Kelderman were to have issues due to the impact, you just would have forfeited your other GC rider for no good reason and be left with nothing. Having Tulett stay with Uijtdebroeks as long as possible, and then drop back and do one long pull for Kelderman would have been the best and most logical call.9" after.
