To be fair, DQing riders who didn't ride all the final local laps would be done in any race. They just didn't know they were pulled off by a policeman who didn't know they were still in the race, and therefore reinstated the riders.
And the Kiddesvej in Vejle is very narrow and 22%. I can easily imagine motorbikes getting in the way.
However, both of these "problems" could have been avoided by, in the first case, not opening up the final circuit too early: Last year, in Vejle, they had opened up Kiddesvej when some riders were still on the circuit (the policemen stationed at the bottom of the climb weren't aware of that), and these riders approached the crowds swarming the streets at high speed. Somehow the riders did manage to ride up and to the finish, but it can't have been fun.
In the second case, most motorbikes (and team cars!) shouldn't be allowed on Kiddesvej in any case.
