Well not good advertising of course, but honestly this was several years before he admitted doping abuse. An English speaking golden goose is far more valuable to ASO and the UCI than a Spanish speaking one.
Given how long the Clenbuterol positive took to be announced, I'll stick with my theory that they were attempting to bring Contador to heel, and he refused to comply. His time with Astana + Lance at the TdF shows he has backbone.

The UCI must have some crazy prediction skills if they could have seen in 2010 that Wiggins would win the Tour this year (let alone having Froome on the podium, who was only known by the most die-hard fans in 2010).
There's no reason for a conspiracy why Contador was caught. He was tested everyday, clenbuterol was in his system, and he was caught.
