Whose rules? Is there any such thing as an official count of wins?

The UCI's rules. UCI points count to the team you're contracted to (so the WT team), wins to the team you're riding for at that moment (so Devo team).

So it also works like that in the opposite direction. When a Devo rider wins while riding for the pro team the wins goes to the pro team (cause that team won at the moment ofcourse), but the points stay with the rider and thus go to the devo team.

Wrong, Rwanda is a UCI-race. Since when are Latour (Total Energies), winner of a stage, Froome etc members of a devo team. Israel Premier Tech, Total Energies, Bingoal, Groupama...
Proteams, continental teams, national teams in one race.
It's not about the race, it's about the team he races for in this race, which isn't the Soudal-QuickStep WT Team but their Devo team.

Latour and Froome are actually racing for their normal PRT Teams.

QuickStep = 9
QuickStep riders = 10

Just change the wording.
That's correct.

I still find it strange that the same season a rider can belong to the proteam and later to the devoteam. Last year, already performing in Tre Valli Varesine and Gran Piemonte, he was member of the Proteam of Quickstep. This year, strong performing as second in a mountain stage and the GC after Simon Yates, Lecerf was member of the proteam of Soudal-Quickstep. Now, he is riding again for the devoteam of Soudal-Quickstep in Rwanda. Then I don't think it's logical that that victory wouldn't count. Peculiar regulations

So LVE jumped to the 9th overall with 6 sec bonus. Probably will jump Carr and Foss on sunday as well, has a shot at top-3 too, need collapse of Vine and O`Connor to win.

Let's calm down haha. He definitely ain't winning. A top 3 would be insane, and I don't believe in that either. It's not like he has ever proven to be top in a WT stage race.

The boni's were welcome tho. He now doesn't have to drop Valter and Storer anymore to get top 10.

Would you mind linking or citing the rule in question regarding wins?

When I check the UCI website, I can only find what points a team has scored (Quick-Step's points tally), not its number of wins.

The rules also only mention points:
2.10.004 bis

Special provision concerning trainees and development teams

During his training period, regarding rankings, a trainee is still considered as a member of his usual team. Points potentially obtained by the trainee during the training period, shall in no instance be added to the points of the host team.

Regarding rankings, a rider of a development team who takes part in an event with the related UCI WorldTeam or UCI ProTeam is still considered as a member of his usual development team. A rider of a UCI WorldTeam or UCI ProTeam who takes part in an event with the related development team is still considered as a member of his usual UCI WorldTeam or UCI ProTeam. Points potentially obtained by concerned riders will be added to the points of their primary team.
If anything, the tie-breaker indicates that those wins count for the WT team:
Ibid.

Separating tied teams

Ties between teams in the UCI world ranking by teams shall be resolved by counting the greatest number of 1st places on the (final general) classification (on time) of their best 10 riders during races taken into account in the ranking.

If there is still a tie between teams, it will be resolved by the greatest number of 2nd places, then 3rd places, etc.
