I think you're meaning the Vuelta a San Luís. There are some live clips from ESPN Argentina from the '09 race, and some short clips from the 2010 one, online.

No word as yet on the broadcasting of the 2011 edition, but it has been given some airtime in the past so here's hoping.

Tour of Costa Rica stage 1

Cuban Raúl Granjel hanging to life after crash

Cuba's Raul Granjel has been hardest hit involving a massive crash at 68k of the first stage in the Tour of Costa Rica. He was taken to the nearest hospital as he suffered a cardiac arrest after colliding with a car. His condition is exstremely complicated.

Early in the stage there had been another crash in which two Dutch riders Leon Burger and Peter Van Agtmaal (Panamerican Life-Team Amsterdam-Holland), who had to be taken to an ambulance. (http://biciciclismo.com)
