McQuaid answers a question about how cyling fans have been let down by the UCI by again claiming more and better testing takes place today. "What was available to the UCI at the time [1999-2005] was much more limited to what we have now. If we had the tools we have now then, there would have much much less [doping] going on."

McQuaid on whether he and the UCI should apologize: "I'm sorry we couldn't have caught every damn one of them at the time and thrown them out."

McQuaid says when he took over at the UCI in 2005, after Armstrong's seventh 'win', his main priority was to overcome a culture of doping. He suggests progress is being made under his watch, but there is still more work to be done. He has no intention of resigning from his post.
