Did anyone really think they did not have anything on him? People are angry and people are talking.

People will always be angry and people always will talk. Debating what the GJ did or didn't discover is pointless now. That kind of an argument is just "I think they had enough to convict" vs. "I think they didn't have enough," with nobody knowing what the GJ actually had.

When I learn that the feds have shared with USADA, then I'll buy that a new game has begun. Until then, its game over.

Yes, but how is USADA funded? People motivated to pursue the case at USADA could be looking for work because of suddenly poor work performance. Congress critters could be concerned that USADA is over-stepping their mission and cut funding.

If a Federal Grand Jury Investigation can be shut down, who can possibly run defense for the USADA? And that's before USAC and UCI fight for Armstrong.

Funded partially but indirectly by the government and the balance from income derived from contract anti doping services for sports bodies.

If the US government hamstrung USADA by strangling its funding then the US would become the laughing stock of the sports world.

Lack of funds so no out of competition testing, hearing for US athletes delayed through lack of funds, etc.

USA would become the new Canary Islands and a training haven for international athletes avoiding their bodies' OOC's.

But it IS a crime to leak GJ Testimony. Your best hope is to have Lance leak some GJ stuff to WADA/USADA. THAT would be a Federal Offense.

Can the case be reopened? ie Can Nov take it higher or to other senators to be allowed to complete his job?

If it was shut down on politics alone can pressure be applied to re-open the case in the other direction?

The guidelines, not law, for US Attorney Generals is contained in the "United States Attorneys' Manual" but today the website is treating me with disdain to connect.

The exercise of discretion is subject to the A-G's reasoning for declining prosecution being filed internally. It is not a broad unfettered, unaccountable discretion and there are guidelines set out in the manual specifically relating to the matters to be considered before declining prosecution of the case.

The guidelines as I recall only relate a decline of prosecution decision made on the case before the formation of a Grand Jury.

There is nothing within the Manual that I recall about the challenge to the exercise of discretion to decline prosecution other than a party cannot rely on a departure from guidelines as grounds for litigation (against the Fed Government).

i have always said that liggett is parasite and is guilty of misleading the public for his own gain. his income (let alone his credibility) on so many issues is completely tied into his lips being firmly attached to armstrong's cheeks.
