Actually there is reason to believe Telekom and Ullrich in particular were relatively clean (for the standards of the time) in the very early 00s, before Freiburg and all that. In 1996-1998 Ullrich and Armstrong weren't rivals. You won't find many people arguing that US Postal was in the big leagues in 1997.
Livingston was in US Postal in 1999-2000, and in Telekom in 2001-2002, so your statement that Lance was cleaner isn't consistent with what Livingston allegedly said.
