I'm confused as to what you're trying to say...

That there's no way that Radioshack were the 2nd best team in the tour, almost as good as Sky, so the rankings suffer a problem. Presumably over valuing the team competition that wasn't really cared about by any other team.

Even ignoring Radioshack nearly beating Sky these scores are hilarious:

Did you happen to notice that Radioshack-Nissan won the team classification? It's based on two things: team classification on each stage (adding up the place finishers of the first three riders on each stage for each team), and overall team classification. Of course it's going to come up with a different result than a simple "which individual finished first, second, fifteenth, etc." ranking. The idea is to reward team depth.

Thats all very nice but it is pointless. Cycling isnt about 'team depth', its about winning. Its like making a ranking in football based on shots on goal.

Radioshack were the the biggest failures for me at the tour this year. They were the one team with multiple riders within a dangerous distance of yellow, yet rather than sending rider after rider up the road to put pressure on Sky, they sat back content with taking 6th, 11th, 13th & 16th on GC. Your ranking rewards them for that and that is just plain wrong.

All this does is rank teams by a coincidental event that they do not target. No team has gone into Eneco thinking it better to get 15th, 25th and 46th, rather than 1st, 10th and 76th with the points jersey.

The scoring system that you are using is used in the Tour Series (UK criteriums in June). Teams in that tournament therefore set their tactics about that set of goals, and it makes an interesting set of races. But what you are going here is no more valid than applying GC times to the Tour series. Which no-one seeks to do, because the peloton in that event rides in the awareness that time gaps are irrelevant.

Points scoring for Stage 2 of Eneco runs evenly, of course, with the team time trial results, with Orica-GreenEDGE, Omega Pharma-Quickstep, Katusha, Rabobank, and Liquigas-Cannondale making out the top five.

Isn't that double dipping? You are giving points for the act that makes up the team classification as well as points for the standing in the classification.
Is there also no benefit as far as your ranking go to actually winning an event?

It's not double-dipping at all, because I'm adding the placings of the top three finishers on each team to determine the rankings for each stage (and one-day race rankings), and the times of the top three finishers on each team on each stage to determine the overall rankings for stage races. Notice that Team Sky finished behind Radioshack-Nissan in the overall teams classification (earning Radioshack 200 points, and Sky 150), yet earned more points due to the fact that they earned more points on stages (Sky earned 226 points on stages, Radioshack 156).

You'd be correct in that there is no benefit as far as my rankings go to an individual winning an event, aside from the placings and timings earned by that rider towards the teams classifications for each individual stage. The only exception to this rule, naturally, is a team time trial, where the winning team naturally earns first place points for the stage.
