OK so I have been wondering how Vino get's back on a Pro Tour team after a drug conviction.

What happened to 2 years out of racing, then 2 years off a Pro Tour Squad?

Basso as well... Why is Heras off 4 years?

Wasn't the original deal that if convicted, you got 2 and 2?

It was a 'gentlemans' agreement by the teams that lasted until some big names got caught and were hit with the 2 year suspension.
Wasn't David Millar signed up by SDuval before Basso?
 
4 years was a Pro-Tour agreement which hasn't worked that well so far. I am not sure if it has any legal support if they want to take it to trial. So probably UCI have been happy to enforce the legal 2 years. Vino's 2 years are up. So that's it.

BTW: In case you didn't know there are still Continental teams that are not part of the Pro-Tour leage so they can always sign them even if the UCI tries to enforce the 4 years. So if a Continental team is invited to some Pro-Tour races is up to the race organizations to decide whether they accpet the rider or not.
