My initial point was that it's a climb hard enough to make the differences between climbers and the rest stand out. I'd be very much surprised if Contador doesn't gain more than Zülle's 22 seconds on the rider behind him. This isn't just Fóia, it's the Monchique we know from the two previous years + the climb up to the Miradouro. Before the actual Fóia climb (the profile quoted above) there's the climb Kwiatkowski and G won on, with just the slightest false flat inbetween. So yeah, Flowerboy and Thomas may have won on Monchique (with daring attacks from far out, mind, not really mano-a-mano) but this is different. Not saying it's an Alpine monstrosity, but it would take something out of the x-files for Contador to be beaten from the peloton.
Edit: To make it clear, I think it's possible for Aru or Pinot to contend it, just sure as hell not Kwiatkowski.
Edit 2: I'll look very stupid if Kwiatkowski wins.
