"Heights above the town" should refer to Queralt, not where the original intermediate sprint was (same altitude as the city centrum).

The last 7km in an ITT on road bikes would unironically be actually interesting to watch.

Well, what do you expect, it‘s not like they planned to have these roads secured, although there should be a more elegant way than to ride an entire lap neutralised.
