But they are doing the work of Mitchelon - Scott. I mean they are leading the peloton, setting the pace.

But they are doing the work of Mitchelon - Scott.

It is not said anywhere the race leading team's obligation to is lead the peloton especially in case the tactics does not require it. Quite often of course that happens regardless. M-S would probably be more than happy to cruise at the front and let the break go to 10 minutes ish. The fresher Yates to the final climb, the better for them.

This has been done as recently as last year I would say

You can do much more with this than Cuitu Negru though - this can be used as a pass at San Kristobál, and it should be. With a descent finish in Durango, or a subsequent finish at Urkiola or Arrate, this could be gold. Cuitu Negru and Bola del Mundo are both concreted hellslopes atop already extant climbs, and served to neutralise the climbs up to that point (Pajáres and Navacerrada respectively) - at least with Monte Oiz, the Balcón de Bizkaia on its own was never going to be decisive so it hasn't neutralised any earlier attacks.
