How do you know their actions are above the law? The main issue still seems to be adequate police presence left for covering the race since most are tasked to the protest. Peaceful protests are likely legal there, but police always keep a presence along the periphery of the protest. Definitely massively inconveniences a lot of residents, sucks for this race, but that doesn’t make it “above the law.”Just cancel it entirely then. This is beyond stupid.

Many people disrespect or despise any kind of collective labor protests(e.g. the existence of unions) but historically they have an important role in society and human rights. Whether the aim of any specific protest is worth the disruption it causes is usually up for debate.True, I don't know about the Spanish law so maybe it isn't illegal there to just randomly block roads, but it is in a lot of countries. It wasn't just about not having enough police today, there were 3 roadblocks on the parcours today.

Polish pro-russian farmers are blocking borders and it not only costs our economy, but also lives of ukrainians who doesn't get in time ammo, cars and other stuff they need to repel russians. They did the same MTF in 2012, but took a steep cutoff road (600m at 12.5%) bypassing 1.6k to 0.2k on the profile below. Results of that stage here. I have no clue whether that steep cutoff will be used this time round.
