well, free money... it's deadly... they had this period already (gold from New World) and it killed them for centuries (now it was just few hundred "ghost suburbs" and all banks rotten - though this is EU standard, look at GER/FRA/ITA banks, all bankrupt according to even US standards of nonperforming loans)EU funding. Who said anything about this specific road? The question was why in general the roads are fairly good in Spain.That road has been like that for ages before there were EU funded highways
