I was hoping Tourmalet would go on as the region around there wasn't affected as badly with Covid as the area around Briançon... Feel free to correct me if I'm wrong...Would be consistent with what happened to Agnello so not hugely surprising

Well you can go all the way back to the beginning of the season. It doesn't get much lower than that. You may have an occasional 3rd, 4th, 5th or 6th place in there but that's the trend (apart from Tour sprint stages).
If PSG can play soccer without spectators the Vuelta a Espana can ride up the Pyrenees without spectators as well.

Those Vuelta stages in the French Pyrenees never have been attended by many people anyway. Now it's fall with freezing temperatures on top of Aubisque & Tourmalet! Basically they only need to close the boarder for the Basques. Practically even them probably wouldn't come in masses!Probably easier to keep people away from a stadium, than a mountain.
