Western Cantabria/eastern Asturias is an awesome destination in general. The coast and its towns are beautiful, the mountains equally so, and it's really easy to combine the two. Only downside is that you need to drive everywhere pretty much by default.
Would it be a good place for an appx 2 week bike tour?

I'm not a cyclotourist so I wouldn't really be able to tell you. The road they're currently on would probably be the biggest bottleneck - lots of traffic (at least in summer) and no good alternative routes. It is a beautiful route, though.

Apparently there's an ambulance parked in an impractical way right before the final climb...

Uhm... they're supposed to help if there's a crash, not... potentially cause crashes!

The 180° turn is another reason why they should have come from Hoz, even if you put nothing before it you have a climb to shed half the peloton and a descent to stretch the remainder out.
