Usually it would be logical, but you have to keep in mind that Rohan Dennis rode the third best time of all time the same afternoon. The leaves roughly three posibilities:
a) those two guys discovered some super-dope, or are the first pursuit riders ever to dope
b) they both got a incredible boost in performance on the same day for no apparent reason
c) the track conditions were absolutely perfect, resulting in a statistical abberation
If it was just Bobridge, you could argue that he just reached a higher level because of his age, or that he started using doping, but the addition of Dennis time makes option C by far the most likely.
