My personal view is that the bio passport scared everyone clean(er) only limited risks were taken. The in 2011 doctors started managing bio profiles, to maximise benefit but minimise the changes, ie consistent micro dosing but maintaining an upward trajectory. If this trajectory doesn't taper at some point questions get asked. For all Sky's "science" I think all we are seeing is they started one season, or part of a season earlier. Which is now why all the other big money teams are catching up. I'd say 2014 BMC finally got on board.
With this in mind I'd argue one possibility is that Contador went the low risk approach in 2012 won the Vuelta so stuck with it, 2013 exposed it wasn't enough to win the Tour, and since tour 2013 has started the incremental improvements program. There are some holes, but it's one idea, and not new.

With respect that viewpoint just underscores the degree of cynicism on the Clinic who are full of doubters about anyone. This is the most negative blog in blogosphere. If you go to the AC Discussion Thread in the Road Racing Forum there is not this degree of negativity.
Maybe I am being naïve and maybe Bruyneel has the goods on AC for 2009, but then again who would trust anything Bruyneel has to say. He is a Weisel.
